discovery not show imsi #16

when  configured device(s) try find w/o imsi 

What steps will reproduce the problem?
1.
start dongle module with 
one absent autodetected device dongle1 but w/o imsi but with imei

[dongle1]
imei=XXX
imsi=

2. c

3.  result miss imsi row

4. dongle stop now dongle1 and wait 30 seconds

5. repeat dongle1
result contain imsi

What is the expected output? What do you see instead?
