There doesn't seem to be an option to set size of the photoframe
regardless of the size of the photo. 

As different users will have different screen spaces for the frame

You can change the Photo Frame size:

    gconftool-2 --type int --set /apps/gphotoframe/max_width 400 
    gconftool-2 --type int --set /apps/gphotoframe/max_height 300

But, there is no GUI for the photo frame size setteing. (issue #3)
