cat --locate=\x00 not working

What steps will reproduce the problem?

check for 0 byte at a location using cat 

1.  cat --locate=\x0C --length=1 --number=1 --skip=0x1c2 (hd)0+1

returns 1C2 if byte 0C at 1C2

2.  cat --locate=\x00 --length=1 --number=1 --skip=0x1c2 (hd)0+1

returns 1C3 if byte 0C at 1C2.

Is this a bug?

What is the expected output? What do you see instead?

What version of the product are you using? On what operating system?

I do not understand what you mean.

cat --locate=\x00 --length=1 --number=1 --skip=0x1c2 (hd)0+1

returns 1C3 if byte 0C at 1C2,where is \x00 located?
