Pan - multispectral fusion #3

Expose the ability to create and views pan sharpened multispectral images from OMAR.

Initial engineering estimate over 350 hrs/ 8 weeks.

There are several parts. First part is for Full product definition or pan fusions on a full frame. The last part is the ability to do simple chipped pan fusions which can be served on the fly within the OMAR environment. To implement these we need updates to both OSSIM core, OMAR and possibly a generic product based flow into our new workflow environment.

We will assume fusions are being done on registered data.

Ossim interface has been coded. So this automatically is in oms::Chipper which can be interfaced from omar.
