Problem with EPSG:4326 #173

Found an issue when you create a layer and select projection EPSG:4326. The complete chip will not show up in the viewer. Talking with Garrett not sure if it is the chipping or viewer with the problem.

This seems to be working with the latest baseline. Tried chipping and reproduction and both are working. Will have to update the site for further testing but will close for now
