Admin: Add paste cut (WKT, KML and GeoJson) #193

Port code from client.gsp to support the ability to copy/past WKT, KML, and GeoJson to create cut geometries.

Code has been ported from client app. Need to wire up the dialog, and make sure the changes to the code to point at the Admin maps.

Code has been modified to work in Admin app, and is functioning correctly.
