When an admin you still do not have layer manager permission to edit layers. Was able to edit only after adding Layer manager permissions. Admin should always have perms for everything

Added ROLE_LAYER_ADMIN and ROLE_ADMIN to the button so it should display. Need to test but this should now be fixed

This is now fixed and on the test site
