Add a blur setting #750

It would be awesome if on the Transparency tab you could add a setting for blur so we
could make the window transparent but blur it so that text in the background wouldn't
make it hard to read the foreground text.

Thought, this is possible, but not in current version.

For example, this breaks tab-bar, tool-bar and status-bar. Tab-bar and tool-bar must
be rewritten (this is in roadmap) before releasing this feature.

Look at screenshot. This is weird.

For reference. Windows 8 eliminates Aero, Glass and Blur.

Yep, that's right: the transparency stuff still works, but the blur shader is gone from
the DWM for whatever reason, so glass + blur are gone. Kind-of a bummer.

Agree. MS again and again kills great features...
This one was argued with "buttery life". Ha! On desktop, yes?
