Multiple Class Setup does not work well for an unlimited configuration #11

What steps will reproduce the problem?
1. Create a configuration with unlimited enrollment
2. Open Class Setup for such a configuration

What is the expected output? What do you see instead?
1. The page does not show and/or allow to change the Unlimited Enrollment 
toggle.
2. The page allows to change configuration limit
3. The page allows to change limit, room ratio, number of rooms for all the 
classes.

Please use labels and text to provide additional information.
1. This page should not allow to change limits etc. while the configuration 
remains unlimited.
2. This page breaks the logic of not allowing to change number of rooms or 
class limits when the configuration is unlimited.

This issue was fixed by revision 4397.
