Implement a contact.do post handler to send emails. #54

Implement a simple post handler to enable the gae backend to send emails for us.

Note that this no longer includes a patch to change the pledge nav bar; we'll want to do that separately after the ghp stuff is live. What's good about that is that this patch is now atomic, and can be pushed safely.
