Add washing recipe for `create:filter` #92

Add splashing/washing recipe for converting estrogen:used_filter into create:filter.

This seemed like an appropriate way to clean a used filter, so instead of making a feature request, I just wrote it.

@RemagOfficial yup! I didn't think it was worth mentioning in the PR description as I assumed the owner/author(s)/maintainer(s) reviewing this PR would already be aware and wouldn't need a reminder, but I'm happy to edit the description to say that there's already another recipe.

Meh, I like the way you have to kinda wash it with the filling thing, will consider it I guess
