update docker image #78

This updates the Docker image to use Micromamba v1.5.8 base image. All software in the image is sourced through Conda. It still uses a flat (unified) environment.

Manually tested on HPC with Snakemake 6.8 and Singularity 3.7.1.

Resolves #77
