Milestone v0.5.0 #87

This is a work-in-progress to eventually result in a v0.5.0 release for scUTRquant.

Tasks include:

[x] bumping the R environments to R 4.3 and Bioconductor 3.18 (resolves #84)
[x] refreshing the RMarkdown theme (resolves #85)
[x] supporting Snakemake v8 (resolves #71)
[x] include scUTRquant version (resolves #88)
[x] adding support for AnnData (Python) outputs (resolves #63)
[x] rebuilding the Docker image
[x] bump version
