As reported in https://github.com/Mayrlab/scUTRquant/issues/95#issue-2672855150, another barcode whitelist file should be used for Multiome V1

I'm pushing it to dev branch for now, plus an adjustment so Snakemake is aware that it can use the download script to grab this list.
