Add functionality to plot a timeseries of a given monitor, and it's forecasted model timeseries.

[x] Accept manual start and end dates
[x] Ability to accept desired models to forecast with
[x] Parameter for buffer radius and its collapse function (i.e. mean, sd)

This function should closely mimick the old monitor_forecastPlot() function.
