support new AIRSIS EBAM format #99

CARB has new MetOne E-BAMs with a different format. Jon has contact information for Charles Pearson and Joseph McCormack at CARB.

From an earlier email:

Good afternoon STI and Mazama Science,

CARB has received 50 new EBAM monitors with the Oceanering/AIRSIS satellite data telemetry package which will be used to monitor smoke from prescribed fires in California.  We would like to have data from the monitors be included in the AirNow and AirFire databases.  Below is the URL for the data.  Let me know if you need anything further from me.

There are several airsis_~ functions that need to be modified to accommodate this new data source and format.
