Added dshadoff to the README, an MVP to the PC engine scene and has helped alot with fixes. Added link to the MiSTer project, since this is a port

Will add dshadoff to the credits, as Im happy to add people who have worked on the core.

However I will change the wording of the last sentence to "The port is based from the Mister system and the latest upstream available at https://github.com/MiSTer-devel/TurboGrafx16_MiSTer"
