api:labelledDescribeViewer doesn't provide labels and omits properties

Using the attached configuration, when I view:

  http://localhost/transport/doc/region

each region only has the properties 'type' and 'country'. When I change the 
api:defaultViewer for that 
endpoint to api:describeViewer, I see a whole bunch of other properties, such 
as administrativeArea 
and so on.

The api:labelledDescribeViewer should return the same as the 
api:describeViewer, except that the 
RDF should be supplemented by the rdfs:labels of any objects that are 
resources. As far as I can tell, 
it's excluding all those properties except those that don't have a rdfs:label!
