Add semantic versioning in PSA-Crypto as it is in Mbed-TLS. Three macros defining the version: PSA_CRYPTO_VERSION_MAJOR/MINOR/PATCH. Version of the prototype for its publication: 0.1.0 or 0.3.x (aligned with MbedTLS but shifted) ? bump_version.sh needs to be adapted.
