Add same support for Microsoft Visual Studio as in Mbed TLS in the PSA cryptography repository.

[x] CMake file
[x] vs2013.*template.*, NOT NECESSARY
[x] generate_visualc_files.pl NOT NECESSARY
[x] README.md
[x] common.h
[x] platform.{h,c}
[x] x86 specific configuration options like MBEDTLS_AESNI_C
[x] test we can compile the library with MSVC as CMake project and run Ctest successfully on windows

Fixed by #28.

Actually, since it's a new repo, we might want to take the opportunity to bump the minimum version of VS to something recent.
