Add a new project subsection and simplify the "Maintainers" page

Perform the following changes:

Move several pages about the Mbed TLS project direction into a new "Project" subsection.
Move the list of Maintainers into this new section.
Replace the Maintainers list with a simpler article thanking our external trusted reviewers.
