Framework design document #4

Work in progress for a document explaining how to use the framework repository. I mostly wrote this while creating the repository and soon after, and I haven't touched it in a while. This needs to be completed, and reconciled with https://github.com/Mbed-TLS/mbedtls/pull/8787 (which focuses on crypto vs TLS).

As I don't have much time for this, I propose to finish what I've written here, but leave it up to the submodule subteam to complete the missing content and reconcile with https://github.com/Mbed-TLS/mbedtls/pull/8787. But feel free to ping me if you want feedback to avoid repeating the mistakes of the first split.

There's no signoff because I hadn't set up my worktree for it yet when I started. I can do a rebase if you want but it seemed like busy work to me.
