Suggested enhancement

Move PSA test programs from programs/psa/ to tf-psa-crypto/programs/psa. Depends on #9247

DoD:

The PSA test programs are moved as expected.
The CI runs successfully with the same all.sh components.
the builds of make and CMake targets keep working the same way with the same outcomes.

Justification

Step towards the repo split.
