Inconsistent support of Waila and TOP #1616

~~The Booster supports Waila but not TOP. Also,~~ the following blocks support TOP but not Waila:

[x] Ender Monitor
[ ] Endergenic Generator
[ ] Timer
[ ] Power Relay
[x] Locator
[x] Scanner
[ ] Sequencer
[ ] Redstone receiver (partial)

The endergenic generator, timer, power relay, and sequencer don't currently sync the necessary data to the client for Waila to display.

Make sure this syncing only happens as needed (i.e. when WAILA asks for it)
