Issue description:

The storage scanner is used to grief bases (from range) it would be nice if there was a config option to make it Xnet only connections, or possibly only connecting blocks etc.

our current way to deal with it, is to block it from being crafted.

reading over the settings again, i seem to have misunderstood and its actually possible to do this already. testing it now.
