Issue description:
When weakly powering or using an RFTools Utility sequencer or timer on a block, the Rs sensor channel fails to detect any redstone level in the block. This applies to Proxies (both types) and Redstone Lamps in my testing, both of which function fine when a lever is placed directly on them.
Steps to reproduce:
Add a Proxy to an XNet network that is powered weakly (by a lever on an adjacent block, for instance) or signaled using an RFTools Utility Sequencer or Timer, then setup a sensor channel on that network to detect the Rs value of that Proxy.

Minecraft: 1.18.2
Forge: 40.1.60
CompatLayer (only if on Minecraft 1.10 or 1.11):

XNet: 4.0.5
Possibly incompatible mods and versions:
Modpack: All The Mods 7 v0.4.22
It's a lot of mods, I'm not sure what might interfere but I haven't seen much else in the way of redstone logic. Gauges and Switches has a remote linking feature for its levers, but I would think it only affects its own blocks.
