[Bug] Extract mode 'Order' not working as expected with Storage Drawers.

Issue description: Setting extract mode to 'Order' does not pull items out in order when used with Storage Drawers. This mode works as intended with other blocks, such as Mekanism factories. This is happening in modpack Techopolis v3.0.

Steps to reproduce: Set up a Controller connected to a 2x2 Storage Drawer. Use settings as shown in screenshot.

Versions:

• Minecraft: 1.16.5
• Forge: 36.2.35
• CompatLayer (only if on Minecraft 1.10 or 1.11): N/A
• McJtyLib: mcjtylib-1.16-5.1.6
• XNet: xnet-1.16-3.0.16
