I don't agree with this, limiting our speed does not limit stress in an actual match due to other robots. As of now none of our actions are very tippy and slowing down the robot while doing a tippy action will only make it more tippy while its decelerating.
After watching the robot perform at FLR this is not needed
When pivot is above ~45*, limit max speed to prevent stress on wrist and reduce tip-over potential
