Allow rule application by protocol scheme #7

Allow rules to be applied with protocol scheme (e.g. http://) as a prerequisite. Protocol schemes will be user configurable. Extension will default rules to be scheme-agnostic, but requirement of a specific scheme can be enabled.

Switched to v1.0.0 as it would fit best with the new storage format.
