iFunc_Sab: create class and Model builders #173

Same as iFunc_Sqw2D but for S(a,b).

Builders could be:

sqw_incoherent(vdos)
sqw_recoil
sqw_sct
sqw_freegas
sqw_eisf

same as in LEAPR. Then we can see how to convert to iFunc_Sqw2D...

Now have:

which are equivalent to the LEAPR models in Mc Farlane LANL report.
