What new or enhanced feature are you proposing?
Add a annotation type that looks like a chat bubble or note flyout (whatever 
they're called) to the annotation screen after capture

What goal would this enhancement help you achieve?
We often use screen shots for notating images (instructional, bug tracking 
etc). I believe most screen shotting utilities support this
