New Widget: Top 5 PR Submitters #35

Similar to Top 5 issue filers. Note there should probably be a date picker associated with thse kind of widgets, with a reasonable default.

@jeremy-lq what do you imagine the date picker would do? Something like the slider for graphs, where you can see "top 5 issue filers over the last month", "top 5 issue filers over the last six months", "top 5 issue filers over the last year"? I don't want to be able to specify an arbitrary date range; that requires real-time query capability on the database.
