Browser Extension #52

A browser extension that allows us to overlay what we know about a repo/user when visiting GitHub. First iteration could be a simple drop a block of HTML into the page, but if it ends up being useful we can better integrate into the UI.

For a PoC:

Repo

[ ] Is this Repo in Measure?
[ ] If so, link to Measure.

Contributor

[ ] Is this contributor in Measure?
[ ] If so, are they associated with an Org?
[ ] If so, Display org by their name and link to Measure.

Maybe mousing over a name could show number of pending issues/prs from that user? Or when you're on a user profile flag them as being a community member / monitored projects they work on

Needs to support configuring the URL (just one to begin with) of your Measure installation in some sort of user-accessible GUI.
