It seems all the decals are bound by a square shape. Some areas of mechs will flat out not accept decals that would otherwise fit (experiment with the word decals to see this in action). Cosmetic and a mild annoyance, but it does limit a number of things that could otherwise be done with the decals if their bounding rectangles conformed to the decal's actual area.
