I expect this might be an issue with documentation as the FAQ states DVD playback can be enabled by installing DVD player to memory card. However, from what I can tell DVD playback is completely disabled once DEX patches are applied, retail DVDs simply are no longer read at all and having a DVD player installed to memory card does nothing to fix that. Is there something I'm missing here or is that FAQ entry misleading?
I attempted two different (working) DVD player memory cards, both able to play DVDs on a SCPH-10000 model that has no preinstalled player. Neither of these memory cards would run a retail DVD disc on an SCPH-70000 model that has been DEX patched to run PS1 backups.
