I'm not 100% sure this change is valid, but based on the description of the latest RC4, it seems that cross-region FMCB is sufficient to work with MechaPwn, and it's not necessary to actually use the legacy multi-install option. You can confirm my suspicion by merging this pull request, or correct me by closing it. 😄
