Thank goodness I'm not the only one who's having this issue. Does it show the Playstation logo when you try to boot NTSC-U/C PS1 games?

Hmm... For me, I'm using an 77005 model which has NTSC-J region code. And when I check it in the browser, it does recognize the NTSC-U/C PS1 game.
Does your PS2 recognizes the PAL PS2 game in the browser?

Hmm... I know I read in the Github that the 50000 model and 70000 model has a additional decryption checking on the NTSC-J and PAL BIOS so fully region unlocking by Retail-DEX isn't possible on those two models with those two region codes. But the Github says 75000 model and later(a.k.a. Deckard console) can fully region unlock by Retail-DEX regardless of the region code. Unless if this is intended, I think it's some kind of a glitch or something.
Ok I got it: I switched to DTL-H90001 (US) and now I can play PS2 and PS1 games from all regions. I guess I didn't understand the documentation correctly.
That being said, there is one issue with PAL PS1 games. The image is shifted to the bottom of the screen, and it also seems stretched verticaly. My OSSC reports that the PS2 outputs ~60Hz signal so I suppose this is the issue here. With PS2 games, the frequency drops to 50Hz as intended. When I use DTL-H90004 (Europe), every PAL PS1 and PS2 games run fine (but obiously I can't play NTSC games anymore).
Um... I think it's probably supposed to work on the same model number but for some reason it's not...(As I said earlier, unless if this is intended...) I also tried the CEX(Retail) option to change the region code entirely into a 77001 model and funnily enough, that way the NTSC-U/C PS1 game works. I wish I could just find out why this is happening.

Can your fmcb autoboot your disc like with the ps2 logo init
If you are using FMCB, install FMCB 1.9 cross-region. Please try this Release Candidate 2 - it should allow all regions to work.

I have to mention that #issue-1218768470 is still present, but I think this is a "normal" behavior and I use PS1VModeNeg to circumvent.

I would say this is normal, and probably has to do with the fact that NTSC and PAL boot logos are different. What's pretty funny is that you can actually replicate this bug on PCSX2 if you try launching PAL game with NTSC-U BIOS

Just last question can it load multiloader games for example crash 3 in 1 or my gundam 4 games in 1 iso like it was fully rebuild using cdvdgen with ps2 logo intact (using cdvd iml2iso while ultraiso can rebuild iso from iml but the ps2 logo is corrupt) atleast with ulaunchelf (so far it launched successfully on opl So maybe it will do it aswell with mechapwn just using ulaunchelf so it could launch the disc just asking this is very important project of mine)
