Rows B and C don't need implementation.

Hammer of Genesis is low priority for raid due to being a damage-based proc that requires upkeep. Still needs implementing.

Bron needs a way to globally see how many spells are being cast so it can figure out how often its building stacks. Currently using a config var. Bron added with #118
