Improve Prayer Circle #193

Currently, Prayer Circle is using PrayerCircleUptime playstyle configuration to decide how many of the casts are buffed.

This can be made a bit smarter by looking at how many PoHs on average follow a HW:Sanc, and adjusting appropriately given the time window and increasing/decreasing depending on the number of HW:Sanc casts.
