Update constants, fix broken integration tests. Update any required implementations

Blizzard details (use as a reference, not a source):

Power Word: Shield now absorbs 20% more damage for all specializations. Prayer Circle now reduces the cast time and mana cost of Prayer of Healing by 20% (was 25%). Revitalizing Prayers now has a 25% chance to apply Renew to the target (was 30%). Rapid Recovery now causes Revitalizing Prayers to apply a Renew with a duration of 5 seconds to the target (was 6 seconds). Renew healing reduced by 10%. Mastery: Echo of Light value per mastery reduced by 10%. Benediction now has a 12% chance to apply Renew to the target (was 15%). Renewed Faith increases healing done to allies affected by your Renew by 6% (was 8%). Prayer of Healing mana cost increased by 10%.

PW:S Spellpower updated again. Manually set this in HolyPriestSpellDataService.cs::ApplyOverrides() until it can be pulled automatically.
