Merge master + dev .yaml files #31

Do some research into how this pipeline works and merge the two files.

Rename the new file something appropriate in the process.

Also clean up with removal of the https://github.com/MechanicalPriest/Salvation/tree/master/ArmTemplates folder in the project root which is no longer needed with Azure Static Sites CI/CD.
