Add reading of FLAC files #256

This is only a rough first attempt at getting FLAC support in BWFMetaEdit. I've only changed the GNU CLI build system.

I'd like some feedback on the direction this is going.

Would it be possible to get some feedback on this approach? Is it unobtrusive enough?
