add exceptions to seek-resolve test since mt coverage is low #135

This patch removes some false warnings when the seekhead is tested but other toplevel elements are not listed.

I updated this PR to disable the seek-resolve test in most cases. pass results will still appear but almost all 'fails' are disabled. This should be applied, and the test can be revisited once mediatrace can list all top-level elements or mediatrace can note a coverage attribute.
