Can we get a report of line length character count from timed text?

We have a need to know length of character count so that we can meet this restriction:

Subtitles must not exceed 42 characters per line with a preferred length of 34, including spaces and punctuation.
Closed Captions must not exceed 32 characters per line including spaces and punctuation.
