Add additional parameters to /api/upload/file #654

I was thinking about adding 2 parameters to it

title: image title
description: image description

I'd merge that, but only if they were optional parameters.

@SirCmpwn yes, that's the idea. I don't know how to work with Python (oonly Ruby and C#), so I am just leaving this here for people to do it on the future.
