Phantom reports incorrect windows version. #762

Not necessarily a blocker - more of a minor bug - I'm using windows 10 build 1607, but i've never seen the windows version reported by Phantom reflect this.

I always get back PhantomJS 2.1.1 (Windows 8 0.0.0)
