Space publisher is able to choose all space members as target audience #2199

Steps to reproduce

Steps to reproduce the behavior:

  1. as user1, publisher in spacex, publish article1 in newsTarget1 //audience is preselected "only space members

  2. click on publish from menu action of article1

Current behaviour

Audience dropdown is enabled and publisher can choose all users

Expected behavior

Audience limitation should be maintained
