Move dashboard updates to scheduled task #18

Placeholder: Dashboard time updates need to happen asynchronously.

Probably just make it a rake task that gets tied to heroku scheduler.

Trying to avoid making additional processes that we have to pay for.

Instead, locked the game when updating.
