Add the option to move the GUI elements. #220

It would be great to be able to configure the position of the GUI elements (especially the minimap).

@Rampoina I am sure what it should customizable in Settings with special Layout editor

@pavanvo a layout editor seems complex to implement. The plan for me for now in #228 is to unhardcode all of the values and make them available in the ini file and after that add a few premade layouts in the option menu as a dropdown.
