RAT Generator data entry - conventional fighters #2784

The following conventional fighters could use entries in the RAT Generator -

Colt Medium Fighter (SRM and LRM variants) Torrent Heavy Bomber

We should also consider giving Periphery factions (low-odds, maybe 1 or 2) access to these and the other following primitive fighters: Mustang Mosquito Hurricane Vendetta

The MUL has been doing a huge amount of work on unit availability to faction.
